Tempestt L. Garland is a Partner at Orbach Huff & Henderson. Tempestt’s practice is focused on land use, zoning, real estate transactions and environmental and regulatory due diligence. She has experience advising public agencies on various local, state and federal laws.
With more than eight years of CEQA experience, Tempestt has represented public school districts and public agencies throughout the state regarding the legal adequacy of CEQA documentation, defending client’s CEQA review, and opposing temporary restraining orders and preliminary injunctions regarding CEQA. In addition, she has experience obtaining local discretionary approvals, findings of public convenience and necessity and advocating for and advising clients at public hearings.
Tempestt’s real estate experience includes analyzing the impacts and potential of proposed development sites, advising regarding property acquisitions and dispositions, and eminent domain analyses and litigation.
She has also worked on a variety of land use projects, including retail stores, shopping centers, residential and mixed-use developments.
Tempestt believes in giving back in ways that make a meaningful difference to the local and statewide communities to which she dedicates her practice. As an avid basketball fan, she is a believer in the late Kobe Bryant’s idea of inspiring people so that they can be great at whatever they want to do.
Tempestt received her Juris Doctor from Pepperdine School of Law.
Tempestt is admitted to the California State Bar to practice in all state courts and is also admitted to practice before the United States District Court for the Central District of California.
